Since updating to 1.11.3, I am unable to open any of my diagrams by double-clicking, either on the diagram icon or on its title in the file browser.

Sorry to hear about this. Aside from an issue where ND was set to a language other than English, ND works fine in High Sierra.
Is the issue solely with opening your previous diagrams? I mean, can you create and save a new document?
